From 1755 to 1769 Corte was the capital of “Corsican independent government” founded by Pascal Paoli. The first consitution welcomed by enlightened Europe was established in Corte – the historical heart of the island. The upper town is picturesquely located atop a hill dominated by the Citadel and a maze of narrow paved streets lined with houses.
